Circa 1880-1900, Lariat chains came into the height of fashion for their versatility and flexibility; they could just as easily be worn around the waist, as they could be around the neck, or turned entirely utilitarian to carry purses, muffs, any manner of object that a lady might need close at hand. This example is doubly hallmarked on the dog clips.
